(ELIC) Every Layer Micro-Via Stack-Up

Hello,

I am trying to get my via stack-up working correctly in the  PCB editor and have run into a problem.  I have my micro-via padstacks in the library.  When I try to add them to my via list under the contraints manager there is not start stop layer defined?  How do I correct this?

Also when I try to autodefine my B/B via by selecting the padstack I get an error indicating the the padstack cannot be found?  Yet I know I am pointed at the correct directory and can open the padstick in the Pad Designer with no issues.  Ultimately I will be designing an 8 layer ELIC board.  Any help would be greatly appreciated.
