Cannot dynamic fill on inner layers for a 4 Layer board

Hi all,

I am currently working on a 4 Layer PCB design and my inner layers cannot seem to do the dynamic pour. They just create one solid plane without and keepouts for pins or vias. Both my outer layers are good. It is just my inner layers which are effected. Any suggestions on how i can fix the issues? Any replies are very much appreciated.
